CPS Human Resource Services Renovates Public Sector Pre-Employment Testing
SACRAMENTO, Calif.--(BUSINESS WIRE)--CPSHuman Resource Services (CPS) today launched a new concept into the
public sector hiring process - modular
based testing. CPS has developed individual test components, or
modules, around a variety of abilities that are common across several
job categories.
A modular test is created by selecting three or more test modules as
opposed to a human resources analyst sorting through 100 or more
individual relevant questions, or items. Each 20-question module tests a
certain job related competency such as communication or analytical
skills.
Dr. Howard Fortson, CPS test rental manager, uses a meter reader
position as an example. "A meter reader needs certain skills,
understanding written information and reading meter dials to name a few,
in order to perform the job. But say a city agency uses its readers to
hand find a job now out water conservation pamphlets as well. Now you've added an
interpersonal relations component to the job function. With modular
testing you can easily account for the change and build a test that
takes that into account." CPS consultants will help agencies assemble
modules into a customized examination.
Shelley Langan, CPS talent acquisition manager, adds, "Using a modular
test can help save agencies money and time, yet still grants flexibility
to tailor a test to any job relevant requirements."

Taking a written pre-employment test before hire is standard operating
procedure for many positions within the public sector. In general there
are three types of tests available with a cost range from low to high.
Stock tests, or standardized tests for a specific job, are less costly
but do not allow an agency much flexibility. Custom tests because they
are created specifically for a position within an agency are the most
expensive to create. Modular tests fall in between these choices. Using
the modular approach, an agency can assess only the most important
competencies for that position and avoid having to sort through hundreds
of test questions to create appropriate test content.
